Jody Hargrove homicide investigation still open

Investigators are continuing to search for the killer of Jody Hargrove, a 43-year-old Dorchester man who was shot shortly before 10 p.m. on Sept. 7, 2013 on Blue Hill Avenue in Dorchester, according to a spokesman for the Suffolk County district attorney’s office.

Hargrove’s mother told The Boston Globe that Hargrove had a 10-year-old daughter:

Betty said Tuesday that her son leaves a 10-year-old daughter and that he had been laid off from his construction job at the time of his death. She said he enjoyed exercising at a gym and spending time with relatives.

“He loved his family,” she said.

Boston Police Commissioner Ed Davis said two later non-fatal shootings in Roxbury seemed related to Hargrove’s funeral, which was held one week after his death, according to The Globe.

In January of 2006, Boston police reported that Hargrove led officers on a car chase before he was arrested and charged with unlawful possession of a firearm and a number of motor vehicle violations.

Case progressing against man charged with Grove Hall triple homicide

Jael Romero, who has been charged with fatally shooting three people at a Grove Hall house party in June, is expected to appear in court in February for a pretrial conference, according to court records.

Romero, 23, is accused of shooting Ana Cruz, 22; Felix Garcia, 22; and Brian Tirado, 23, during an altercation at a party at 153 Intervale St. at about 4:20 a.m. June 22, 2013, the Suffolk County district attorney’s office said in a statement.

All three victims lived in Dorchester, police said at the time of the incident.

According to prosecutors, a friend of Romero got in an argument with a group of four or five people, including Garcia and Tirado.

At some point during the altercation, Romero’s friend was stabbed. Following the attack, Romero allegedly fired into the crowded party, hitting and killing Garcia, Tirado and Cruz, District Attorney Daniel F. Conley’s office said.

Romero was arrested in August 2012 for possessing a semiautomatic handgun that police allegedly found in his car, Conley’s office said. He was free on $10,000 bail for that charge at the time of the Intervale Street shooting. Prosecutors said they requested he be held for twice as much money.

The 2012 gun case was still pending in June 2013 in part because Romero’s defense team was appealing a ruling that allowed the gun to be admissible as evidence, Conley’s office said.

He was arrested again in Providence, R.I., less than two weeks after the Grove Hall homicides for gun and auto-theft charges, Conley’s office said. Romero was accused of stealing a vehicle from Seekonk, Mass., and was charged for the crime in both Massachusetts and Rhode Island.

He was also on probation for a previous assault and battery charge, Conley’s office said.

Romero was indicted Nov. 26 on second-degree murder and weapons charges for the Intervale Street shooting while in custody for his previous arrests, records show.

In the state’s official complaint against Romero, prosecutors allege that Romero confessed to the crime following his July 2 arrest.

In July and August, 2013, the defendant made admissions about shooting two men and one woman, bragging that he had gotten away with shooting three individuals at a house party in Boston,” the document says.

Romero was arraigned and held without bail in Suffolk Superior Court Dec. 24, according to court records. Romero pleaded innocent.

A Boston Globe profile on the victims following the shooting reported that Cruz, a Puerto Rican immigrant left behind twin 3-year-old daughters, and that Garcia had recently earned his GED and was applying to Bunker Hill Community College.

Below are press releases from the Boston Police Department and Suffolk County district attorney’s office relating to this case:

From BPDNews.com, June 24, 2013:

From the Suffolk County district attorney’s office Nov. 26, 2013:

BOSTON, Nov. 26, 2013—Suffolk County District Attorney Daniel F. Conley and Acting Boston Police Commissioner William B. Evans today identified the alleged gunman in the shooting that left Ana Cruz, Felix Garcia, and Brian Tirado dead at a house party in Roxbury this summer.

The Suffolk County Grand Jury late Friday returned indictments charging JAEL ROMERO (D.O.B. 5/30/90) with three counts of second-degree murder and unlawful possession of a firearm for the June 22 incident at 153 Intervale St. Romero is currently held on open, unrelated charges in Bristol County and a warrant has been lodged to hold him in the event that he posts bail in that case.

Evidence developed during the past five months by Boston Police homicide detectives on the street and Suffolk homicide prosecutors behind the closed doors of the grand jury suggests that Romero and the three victims were among those present at an after-hours party when an altercation erupted among Garcia, Tirado, and a friend of Romero. Romero allegedly drew a handgun and fired multiple rounds, striking Garcia, Tirado, and Cruz, who was not part of the altercation.

Garcia, 22, died of his injuries at Beth Israel Deaconess Medical Center. Cruz, 22, and Tirado, 23, died of their injuries at Brigham and Women’s Hospital.

“This defendant was arrested with the help of the community and the relentless detectives who pursued every lead,” Commissioner Evans said, “Getting guns and violent offenders off Boston’s streets is the Department’s number one priority. This arrest sends a clear message to anyone who seeks to commit violent acts in our neighborhoods – we will find you and bring you to justice.”

“This was a careful, methodical investigation that never lost steam,” DA Conley said. “I hope the community feels some satisfaction knowing that there will be accountability for this terrible crime, and I hope the victims’ families take some comfort knowing that we never lost sight of their loved ones as we pursued this result.”

Romero was already facing a gun charge at the time of the homicides. He was arrested on Aug. 27, 2012, for unlawful possession of a firearm after Boston Police recovered a Cobra FS380 semiautomatic handgun loaded with seven rounds of ammunition from his car. He was held on $20,000 cash bail at his arraignment later the same day in Dorchester District Court. Over prosecutors’ objections, that bail was later lowered to $10,000, which he was able to post. Prosecutors successfully argued against Romero’s efforts to have that gun suppressed from evidence, but Romero appealed and the case is still pending.

Romero was arrested again on July 2 of this year following a chase that began in Seekonk and ended in Rhode Island. He has posted bail for offenses allegedly committed in Rhode Island and is currently held on high bail on gun and stolen vehicle charges in Bristol County. His bail on the open 2012 gun case has been revoked.

Romero is expected to be arraigned on the murder charges early next month in Suffolk Superior Court. An arraignment date has not been scheduled.

From the Suffolk County district attorney’s office, Dec. 24, 2013:

BOSTON, Dec. 24, 2013—The alleged gunman in a June homicides of Ana Cruz, Felix Garcia, and Brian Tirado was ordered held without bail at his arraignment today, Suffolk County District Attorney Daniel F. Conley said.

JAEL ROMERO (D.O.B. 5/30/90), who has claimed residences in Chelsea and Roxbury, was indicted Nov. 22 on three counts of second-degree murder and firearms offenses for the June 22 shootings at an Intervale Street house party. At the request of Assistant District Attorney Gretchen Lundgren, Suffolk Superior Court Clerk Magistrate Gary Wilson ordered Romero held without bail pending trial, currently scheduled for December 2014.

Lundgren told the court that “dozens” of people were present at the scene when a fight between two groups of men broke out at about 4:20 a.m. Romero and a friend were among one group; Garcia, 22, and Tirado, 23, were among the other.

“The fight escalated when the defendant’s friend was stabbed,” Lundgren said. “The defendant fired five shots into the crowd.”

Garcia and Tirado were mortally wounded, Lundgren said, as was Cruz, who at 22 was completely uninvolved in the altercation. All three were transported to area hospitals and all three died of their injuries.

In the aftermath of the shootings, Lundgren said, Romero and his friend fled the scene. He was later identified as being present, however, and allegedly made admissions about shooting two men and a woman, “bragging that he had gotten away with shooting three individuals at a house party in Boston.”

In early July, Romero allegedly stole a car in Seekonk and ended up in Providence, Rhode Island. He has been charged in both jurisdictions and faces gun and stolen vehicle charges. Moreover, he was on probation following an assault and battery conviction at the time of the shooting and was also free on another pending firearms charge – a charge for which prosecutors had argued unsuccessfully for higher bail.

“He clearly has access to weapons and is a danger to the community,” Lundgren said.

Romero was represented by attorney Jack Cunha. He will return to court on Feb. 6.

Investigation still open into slaying of Jordan Miller

The investigation into the murder of Jordan Miller in Hyde Park last June is still open, but no arrests have been made, the Suffolk District Attorney’s office said.

Spokesman Jake Wark did not provide any further details in an email to Homicide Watch Boston.

Miller’s assailant fired nine shots into the victim’s first-floor bedroom window in his home at 633 Cummings Highway the night of June 5, the Boston Globe reported. Miller was taken to Faulkner Hospital, where he died the next day.

Diovanni Carter held without bail for Jajuan Griffin murder

Diovanni Carter was ordered held without bail at his Jan. 2 arraignment for the June murder of Jajuan Griffin, according to court records.

Prosecutors believe Carter, 23, approached a group of men and brandished a handgun at about 9:45 p.m. on June 12 on Ames Street in the Franklin Field housing development in Dorchester.

The men ran in separate directions when they saw the gun, Conley’s office said.

Carter allegedly fired a single shot, which hit Griffin, and then fired four more shots at Griffin as he stood over him, the district attorney’s office said.

Griffin, 27, was taken to Boston Medical Center where he died, Conley’s office said.

Carter was in custody for a probation violation prior to his Dec. 18 indictment for Griffin’s murder, Conley’s office said.

Carter, whom prosecutors say made self-incriminating statements, pleaded innocent at his arraignment, records show.

He is scheduled to return to court Feb. 13 for a pretrial conference.

From the Suffolk County district attorney’s office, Jan. 2, 2014:

BOSTON, Jan. 2, 2014—A Dorchester man was ordered held without bail on charges he gunned down 27-year-old Jajuan Griffin, District Attorney Daniel F. Conley said today.

DIOVANNI CARTER (D.O.B. 10/25/89) was arraigned in Suffolk Superior Court on charges of first-degree murder and unlawful possession of a firearm. At the request of Assistant District Attorney Masai King, chief of the DA’s Major Felony Bureau, Clerk Magistrate Gary Wilson ordered Carter held without bail.

King told the court that shortly after 9:30 p.m. on June 12, Griffin and a group of men were socializing on Ames Street within the Franklin Field Housing Development when a small yellow vehicle drove past, followed by a dark colored SUV. The two vehicles passed by again a short time later.

Minutes after the cars drove past a second time, Carter emerged from a path leading from Stratton Street to Ames Street. He was armed with a handgun as he approached the group of men, prosecutors said.

Upon seeing the gun, the group scattered. Griffin, who was unarmed, fled alone in the opposite direction of Carter.

Carter fired a single shot that struck Griffin as he ran. As the victim lay on the ground, Carter stood over him and fired four more shots, prosecutors said.

Griffin was transported to Boston Medical Center with gunshot wounds to the legs and torso. He died of his injuries that evening.

After the fatal shooting, Carter allegedly made self-incriminating statements to several individuals, prosecutors said.

In addition to King, Assistant District Attorney Spencer Lord and Victim Witness Advocate Jennifer Sears are assigned to the case. Carter is represented by attorneys Anthony Ellison and James Dilday. He will return to court on Feb. 13.

From the Suffolk County district attorney’s office, Dec. 18, 2013:

BOSTON, Dec. 18, 2013—The Suffolk County Grand Jury has returned a first-degree murder indictment against the man accused of killing 27-year-old Jajuan Griffin in Dorchester this summer, District Attorney Daniel F. Conley said.

DIOVANNI CARTER (D.O.B. 10/25/89) of Dorchester is currently held for violating the terms of his probation on a 2010 gun case for which he served three years behind bars. He will be arraigned on the murder charge in Suffolk Superior Court on Jan. 2.

“The holiday season can be emotionally wrenching for those living in the shadow of loss,” Conley said. “No court proceeding can bring a loved one back, but I hope Mr. Griffin’s family can at least take some small comfort in knowing that police and prosecutors have been working every day to reach this point.”

Griffin was shot in the area of 70 Ames St. in the Franklin Field housing development at about 9:45 p.m. on June 12. He was transported to Boston Medical Center, where he died of his injuries.

Based on evidence developed by Boston Police homicide detectives in the days and weeks that followed, Suffolk prosecutors approved a warrant for Carter’s arrest on Aug. 22. Carter was later taken into custody for violating the terms of his probation and has been incarcerated while prosecutors built the case behind the closed doors of the Suffolk County Grand Jury. The murder indictment was returned on Dec. 18.

Assistant District Attorney Masai King led the grand jury investigation that resulted in last week’s indictment. Jennifer Sears is the DA’s victim-witness advocate assigned to the case. Carter is represented by attorneys Anthony Ellison and James Dilday.

Mayor says recent shootings may be tied to gang activity

Mayor Martin J. Walsh on Monday said four fatal shootings last weekend were likely gang-related, according to a statement posted to the Boston Police Department website.

Walsh said he spoke to Police Commissioner William Evans, Superintendent in Chief William Gross and a gang unit officer on Monday about the recent homicides. A 22-year-old man was killed on Callender Street in Dorchester on Friday; a man in his twenties was killed Sunday night on Dorchester Avenue in Dorchester; and two people, a man and woman both in their twenties, were killed on Rosewood Street in Mattapan early Monday morning, according to police.

In the coming days, I will be convening several groups to discuss actions we can take in several of the areas that I discussed with Commissioner Evans and his command staff,” Walsh said in the statement, which did not offer further specifics on what groups will be a part of the meetings. “We will work with all levels of government, law enforcement, and the community to reduce the trauma in our neighborhoods, get guns off the street, and address the underlying causes of violence.”

The new mayor noted that by this date last year, there had been 15 shootings in the city and two gun-related deaths. As of Monday, there had been 13 shootings in Boston and eight gun-related deaths in 2014, he said.

While there is no single solution, improving public safety is among my highest priorities,” Walsh said in the statement. “This kind of violence cannot become commonplace; we should be shocked every time we hear of another shooting, of another death in our community.”

See the statement below:

STATEMENT OF MAYOR MARTIN J. WALSH ON RECENT GUN VIOLENCE:
January 27, 2014

For Immediate Release: Monday, January 27, 2014

We cannot become complacent to the death of any young person in our City; we need to stop these events from happening in the first place.

Today, I asked Boston Police Commissioner Bill Evans, Chief William Gross, and Gang Unit Officer Bobby Merner to brief me on recent violent events in our City. Here is what we know:

This time last year, Boston had seen 15 shootings and 2 gun fatalities. Since January 1st of this year, we have seen 13 shootings and 8 gun fatalities.
The last four shootings are likely related, and are a combination of gang violence and retaliation. It is the understanding of the Boston Police Department that there were prior relationships between the victims and the suspects.
There was also another nonfatal shooting today in Jamaica Plain, and thanks to the efforts of Boston Police and the community, a suspect is now in custody.
In the coming days, I will be convening several groups to discuss actions we can take in several of the areas that I discussed with Commissioner Evans and his Command Staff. We will work with all levels of government, law enforcement, and the community to reduce the trauma in our neighborhoods, get guns off the street, and address the underlying causes of violence.

While there is no single solution, improving public safety is among my highest priorities. This kind of violence cannot become commonplace; we should be shocked every time we hear of another shooting, of another death in our community.

Police identify man killed in Jan. 18 shooting

Police on Tuesday identified the man killed Jan. 18 in a shooting at the intersection of Blue Hill Avenue and Evelyn Street in Mattapan as Luis Arroyo, 21, of Roxbury.

Officers responded to the scene at 8:13 p.m., according to a police statement. Arroyo was transported to Boston Medical Center, where he later died.

In a story on Tuesday, The Boston Globe reported that Arroyo was the half-brother of a person believed to be a gang member in Roxbury:

It was not clear if his death was gang-related, but police warned of a possible backlash on the streets, according to internal police documents.

“Officers should note the potential for increased emotions among the victim’s family and associates and the potential for retaliation against whomever they perceive to be responsible,” the documents stated.

This past weekend, four people were killed in Boston in three separate shootings. The mayor on Monday said the spate of violence is believed to be gang-related.
